Bruce Highway (Brisbane-Gympie) – Dohles Rocks Road to Anzac Avenue (BDA)
Project Scope
Stage 1 will deliver extended north-facing ramps (northbound entry and southbound exit ramps). Works include:
- Provision of a northbound entry ramp from Dohles Rocks Road to the Bruce Highway – which will extend to the Anzac Avenue interchange exit ramp and provide an auxiliary lane on the highway.
- Provision of a southbound exit ramp from the Bruce Highway to Dohles Rocks Road – which will extend to the Anzac Avenue interchange entry ramp and provide an auxiliary lane on the highway.
- Widening the Bruce Highway mainline between Dohles Rocks Road and north of Anzac Avenue interchange. This widening occurs to the central median on both the northbound and southbound carriageways to provide sufficient carriageway to accommodate the auxiliary lanes arrangement for approximately 3.6km (between CH 2000m and CH 5600m).
- Strengthening the existing Bruce Highway pavement between Dohles Rocks Road and Anzac Avenue.
- Minor upgrades to Dohles Rocks Road interchange including upgrading the two signalised intersections.
- Additional vehicle detection loops, VSLS and signage for the new north-facing ramps and replacing some Smart Motorways infrastructure on the highway.
- New noise barriers and upgrades to existing noise barriers.

What we did
- LANDY played a key role securing the DDR project for ALBEM and SGQ (ASJV) by managing the bid process, creating written and graphics content, and producing the Expression of Interest (EOI) in full. Kathryn took the lead as Submission Manager and writer, with Josh providing strategic win themes and advice, as well as content review.
- Initially, there was uncertainty regarding ASJV’s eligibility due to the significant weighting in the procurement evaluation criteria with the Queensland Government’s Industrial Relations – Best Practice Industry Conditions (BPIC) experience required, an area where neither ALBEM nor SGQ had direct prior project delivery experience. Through extensive consultations with subject matter experts, we demonstrated ASJV’s strong track record in managing Industrial Relations within BPIC markets.
- Despite competing against Tier 1 contractors with experience delivering major road projects on the Bruce Highway and under BPIC requirements, LANDY’s “challenge the status quo” thinking combined with our methodical approach and commitment to understanding ASJV’s strengths and aligning them with TMR’s project objectives, resulted in a compelling and competitive submission. This effort culminated in ASJV being shortlisted from the EOI phase to the tender stage, and ultimately winning the project.
