Project Scope:
The Coomera Connector Stage 1 South – Smith Street Motorway to Nerang Broadbeach Road is the third section to be delivered as part of the Coomera Connector Stage 1.
This “Early Works” contract includes the construction of earthworks preload, settlement monitoring equipment, and the relocation of Public Utility Plant (PUP) (City of Gold Coast Sewer Main).
The earthworks preload includes permanent ‘Rockfill bridging’ and ‘High permeability drainage’ layers as well as temporary Surcharge Fill constructed up to 1m above the Finished Surface Level.
The City of Gold Coast Sewer Main relocation involves the construction of approximately 122m of DN300 gravity sewer. The objective of the Early Works Contract is to commence the earthworks preload and CoGC Sewer Relocation construction at the same time as the detailed design of the Main Works Contract is being completed.

LANDY’s involvement:
In November 2022, LANDY Advisory was initially engaged by Victorian company, Winslow Infrastructure, to assist in expanding their presence in Southeast Queensland (SEQ) and develop a comprehensive market entry strategy. As part of this engagement, Josh identified the Coomera Connector Stage 1 South Early Works (CC-NR2NBR) project as a key opportunity for Winslow to establish themselves within the region. Recognising the project’s potential, Josh worked closely with Winslow to craft a tailored business development approach and guided them through the strategic steps necessary to compete effectively in the market.
Josh formulated a comprehensive win strategy well in advance of the Coomera EOI release in August 2023. He engaged closely with TMR South Coast to understand project risks, particularly around material supply, and developed robust mitigation strategies. This included forging alliances with local stakeholders and supply chain partners to bolster project resilience and enhance local industry capacity.
Recognising Winslow’s lack of corporate TMR experience as a potential barrier, Josh recommended integrating LANDY Advisory personnel with extensive TMR knowledge into Winslow’s project team. We provided key secondments into the Winslow site team, including Project Management, Senior Project Engineering, and Earthworks Superintendent roles, along with a focus on Local and Indigenous Participation. These secondments brought critical expertise and credibility, significantly strengthening Winslow’s EOI submission.
LANDY Advisory led the EOI process, with Josh as Bid Manager and Kathryn as Submissions Manager. Kathryn challenged the team to extract key information to ensure all evaluation criteria were met. She worked closely with Winslow’s subject matter experts to clearly communicate their construction methodology. In addition, Kathryn ensured the key win themes and mitigation strategies, identified by Josh, were effectively highlighted throughout the submission, supported by engaging graphics aligning with Winslow’s corporate branding. This seamless integration of strategy and execution is a defining strength of LANDY Advisory’s approach.
Despite being newcomers to the local market and lacking TMR-specific corporate resources, Winslow’s strategic approach, guided by LANDY Advisory, successfully addressed the evaluation criteria—49% of which focused on local benefits and resources. This resulted in Winslow winning the Coomera Connector South Early Works project against 10 other major local contractors, a remarkable achievement as an outsider in the competitive market.
During the project’s construction phase, the LANDY team developed and implemented a bespoke mass haul strategy, effectively importing over 300,000 cubic metres of A1 Class material. Our tailored Local Supply Chain Engagement Plan optimised the involvement of local and Indigenous suppliers, ensuring sustainable community.participation. Additionally, we managed complex and sensitive environmental conditions, collaborating with a specialist consultant to ensure the project commenced on time and remained on schedule, without compromising environmental compliance.
Winslow and our seconded LANDY employees continued to impress TMR with their capabilities and responsiveness. TMR’s Client Representative praised the project team for their understanding of contract requirements, commitment to project objectives, and proactive approach in accommodating dynamic project priorities.
Winslow have continued their strong start to the project with the PM, SPE and WS all demonstrating a high level of capability, understanding of the contract documents and commitment to the project. They also have exhibited an appreciation of the political context of the project and have responded quickly to our often fluid priorities such as accommodating Ministerial Delegations, and installation of project signage and banner mesh. Winslow are proving highly collaborative in working with and accommodating QR access to their site for associated works.”
